topContext

  • This page gives the context applied to LPC converters when considering a loan to another group or CERN member.
  • Idea is to give some points which have to be clarified or at least considered.
  • Overview of parameters impacting cost can be found here for info .xlsm

Availibility 24h/24h. A stop of some hours is always serious. Can survive some hours in worst case, 1-2 days usually. Can survive 1 day without equipment in worst case, 2-3 days usually. Can survive any period of 2-3 days without the equipement.
Repair At EPC cost. Cost will be shared depending on failure cause. EPC will repair and charge the borrower. The borrower takes care, transparent for EPC.

topLoan Cases

  • Identifying the different user need is important, since these loans mainly rely, generally, on operationnal spares available for machine operation, but not strictly required. Neverhteless, and in very special cases, it can happen that EPC group needs to retrofit its spares from all loans to respond to a sudden operation / machine unexpected load.
  • Very-Demanding loans normally is normally protected against a sudden unavailibility of the promised items, since contributing to re-fill process thanks to a cost / year contribution.
  • Whatever the cost required by EPC is (even if considering total amount after several years), all converters being proposed for a loan, and material required for optimizing the loan (gateway) stays EPC property.
Very-Demanding Demanding Common & Low
EPC in charge of the loan considered as a project. Ressources (production, standby service) are identified and managed, a EPC responsible is nominated. LPC can take this loan request as a standard section-level mission, LPC section is responsible for future actions. • Production of the converter + spares being considered.
  • Standby Service affected to the converter operation.
  • Remote system has to be installed for intervention + diagnostic.
  • borrower has to follow any converter software update.
  • Budget code required.

  • Budget code normally required.
  • No Remote system is installed for this loan particulary.
  • Budget code may be required.
  • Converter is not be considered as a potential spare for operation for the initial agreed duration of the loan, and will be kept in place at the user area.
  • LPC / EPC can, in very specific cases, take back the converter or part of it, with a very short time notifying and without considering the user needs.

Description  EPC-Contact            Deliverables                     Comments
Step 1 / 6
Feasability Study
LPC Converter responsible Info exchanges: tel, emails, short meetings. LPC Section leader is informed. Preliminary study, to see if a loan is possible, taking in account the experience requirements and the converter limitations.
Step 2 / 6
Loan Classification Study
LPC Converter responsible A formal document, email where conditions both sides are clear, fully detailed. This stage is important since from the classification level, EPC will decide of a dedicated technical answer / proposal.
Step 3 / 6
Loan Acceptation
EPC + borrower Responsibles. A formal Group Leader OK is given to follow. Responsibles from both sides identified. Planning and conditions identified. At this stage, only some hours have been spent by EPC people, and a formal decision is required for further steps.
Step 4 / 6
Installation Work
EPC responsible Installation of the converters + control surrounding equipement. Depending on the loan classification, borrower can be asked to install (EPC can help) a dedicated control equipment to provide adequate support from EPC, using remote tools.
Step 5 / 6
Commissionning
EPC responsible Converter fully functionnal in its environment. Recommandations are given to the responsibles. This phase depends clearly on the loan classification. Nevertheless, documentation must be collected and available for any EPC member which can be asked to intervene.
Step 6 / 6
Documentation
EPC responsible A easily retrievable document, where all information are collected. At least people in charge + specific customizations made to converter must be available. This phase depends clearly on the loan classification. Nevertheless, documentation must be collected and available for any EPC member which can be asked to intervene.
